Many horror movies, when aimed at a younger audience have to be treated very cautiously to match the public audience. It would break the guidelines if it had a recommended lower age, then what young children actually find threatening. Many young children, specifically teens like the excitement and build up of scary scene, however when children are younger than this, the rating decision have to change. The ideas of the length of the film, the horror effects (music and lighting) the detail and the depth to scariness could completely change what young children are capable to watching with it being appropriate.
In 1993, the BBFC hosted series of test screening of a film 'The Lost World: Jurassic Park' to which they observed the audiences reactions. (The audience included both children and adults for comparison). After analysing the reactions they decided the age rating was appropriate at PG (parental guidance).
After this, many films have been able to use light horror elements with it being appropriate. Examples of this are Spider-Man, Lord of the rings and Harry Potter.
Through looking at this, we decided that because the opening and the rest of the film were a horror genre and that features of the horror genre were to take place through out the whole video, it would only be appropriate to have it higher then PG as the majority of the filming would be horror. This would then ensure that it was appropriate and that younger teens, and adults that were watching this would be able to stand the theme.
